Capri development plan going to Kelowna city council Monday

KELOWNA - The controversial plan to dramatically redevelop the Capri-Landmark area could be endorsed by Kelowna city council Monday.

Since council reviewed the plan on June 11 and endorsed its approach, there has been some vocal opposition from business owners and tenants in the area who fear they will be pushed out, especially by the proposed re-alignment of Sutherland Avenue.

Still, the city’s planning department is recommending the plan be endorsed by council and that planners be directed to “move forward with updates to the Official Community Plan and Zoning Bylaw to support the redevelopment objectives” of the plan.

This is an area between Harvey Avenue (Highway 97) and Springfield Road, from Gordon Drive to Spall Road. It includes the Capri Shopping Centre and the Landmark business district.

City planners have written an Urban Centres Roadmap that aims at putting 44 per cent of new growth into the city’s five urban centres.

Capri-Landmark represents the first effort to translate the goals of the Roadmap into reality.

The report says it was chosen first because of growing development pressure in an area with a poor road and sidewalk system.

While the plan calls for a linear park along Mill Creek, the re-alignment of Sutherland Avenue has alarmed some business owners and tenants.

The plan goes before city council at its meeting at City Hall Monday, Sept. 17.
