TRU law professors hoping to educate, discuss territorial governance at conference

KAMLOOPS - Two law faculty members at Thompson Rivers University are looking to bring scholars and indigenous leaders together for a discussion on territorial governance and resource development next month.

The two-day conference organized by Dr. Janna Promislow and Nicole Schabus hopes to build on other previous think-tank discussions on the topic, share information and strategies and answer questions for the groups learning about the specific legal field. Specifically, presenters will talk about the recent Supreme Court of Canada Aboriginal title decision with the Tsilhqot’in Nation.

“We will be gathering people who have hard questions about controlling access to lands and resources in indigenous territories,” Schabus says. "Our starting point is that implementing indigenous governance over lands and resources is a necessity and in the interest of all, including government and industry, who need to engage with Indigenous people or otherwise will be faced with ongoing legal and economic uncertainty."

Speakers at the event will include Chief Russell Myers Ross of the Tsilhqot’in National Government, Arthur Manuel from the Indigenous Network on Economies and Trade and Aaron Mills, a 2014 Trudeau Scholar.

The conference is supported by a $25,000 connection grant from the Social Sciences and Humanities Research Council of Canada.

Last summer, Stk’emlupsemc te Secwepemc Nation, a group representing the members of Tk’emlups and Skeetchestn First Nations declared land title claim on the territory containing Jacko Lake — the same site of the proposed Ajax Mine.

The conference will take place Feb. 15 and Feb. 16.
