Notorious West Kelowna killer Ronda Black has been ordered to return to and remain in a residential correctional facility for at least six months for deceitful and dishonest conduct while on full parole.
Black, who killed her husband Keith Black in 1998 and kept it secret for years, qualified for full parole in 2016 and was “cohabited” with a new partner.
But according to a recent Parole Board of Canada decision, she had to leave that relationship and was placed in a halfway house while her conduct was investigated and now she’ll have to stay there another six months.
The parole board said she self-reported relationship issues and that her partner was drinking and possibly using drugs as well as “passive aggressive texts”, a particular problem for her in relationships.
"However, in the coming weeks it was learned that you were less than truthful about many aspects of your relationship, involvement with other persons in the community, employment, and finances to name but a few concerns,” the parole board said. “(Correctional Service of Canada) shared that information in detail with the Board. An overarching concern from the perspective of (the correctional service) is your lack of transparency and certain amount of deceit.
"You have demonstrated several of the attitudinal and behavioural traits associated with the index offence.”

That index offence was her 2006 conviction for second degree murder of her husband. Five years after the murder, she was caught in an RCMP undercover operation known as a “Mr. Big” sting and confessed to stabbing Keith Black in the neck in the basement of their West Kelowna home. She then drove the body, along with their infant son, to Alberta where a friend of Keith’s helped her cut up and disperse the body. At trial, however, she opted to tell a number of easily identifiable lies. The friend, Howard Steadman, also confessed in a similar undercover operation and was later convicted of accessory to murder after the fact.
Ronda Black was a model inmate before and during her parole, but her lies have once again caught up to her.
She will have to remain in a residential correctional facility or halfway house for at least six months and earned a new special condition of release — that her finances be monitored for six months.
"You have not been sufficiently transparent with your employment and finances. The latter was one concern with the index offences. Historically, finances are closely tied to relationship instability. You need to work with (Corrections Canada) to ensure your finances are well managed in a transparent fashion.”
She’s already under a special condition to report intimate sexual relationships and friendships with males but she was criticized about her record so far.
"This is a complicated relationship and one you hope to maintain. However, you have not been forthcoming and/or honest. The absence of honesty and transparency is a risk factor and if the
relationship is to survive and remain a protective factor, issues need to be addressed and monitored.”
She will stay in the halfway house until the Correctional Service of Canada is satisfied she’s no longer a risk.
"The attitude and behaviours demonstrated over the past number of months eroded your credibility. You also require accommodations that allow for day-to-day stability, professional support, and heightened accountability. Until such time that you prove you can be trusted and transparent, the support of a facility is required."
