City Hall Options
Council directed staff to investigate two of six options presented to provide efficient municipal operations for the City of West Kelowna. The City has $7.1 million within its Financial Plan to put towards meeting the requirement for an efficient municipal hall facility. Staff will investigate phasing-in the construction of a new municipal office in Westbank Centre and also look into a leasing arrangement with Interior Health Authority within a new City Hall, construction of which to be phased-in. Both options would require the continuing use of the Mt. Boucherie facility and the possible placement of new portables on the site as the facility is at capacity.
Reece Road Rezoning
Council gave third reading to Official Community Plan and Zoning Amendment Bylaws for 2446 and 2422 Reece Road to rezone the parcels from Rural Residential Large Parcel and Agriculture to a mix of Compact Single Detached Residential and Low Density Multiple Residential. The application for the 3.49 hectare parcel is intended to facilitate a residential development that includes townhouses and compact housing. The preliminary layout for the development includes 70 townhouse units and 29 single family compact residential lots. The application will be scheduled for adoption contingent on the resolution of elements including road dedication fronting Reece Road and upgrades to this road as well as improvements at the intersection of Old Okanagan Highway and Reece Road.
Quail’s Gate – Boucherie Road Drainage Improvements
Council awarded the Quail’s Gate/Boucherie Road Drainage Improvement Project construction contract to BC General Contracting for $693,498.32. The project, supported by the Green Bay Property Owners’ Association and Quail’s Gate Vineyards Estate Winery Ltd. will involve the installation of 380m of drainage pipe along Boucherie Road and, after crossing Boucherie Road, 150m of drainage pipe will be installed through the Quail’s Gate Property. The storm water will flow through an oil/grit separator, and through a bioswale prior to reaching the outlet at Okanagan Lake.
LED Streetlight Conversion Pilot Project
Council was provided information about the City’s LED Streetlight Conversion Pilot Project which involves the installation of LED (Light Emitting Diode) streetlights in ten locations throughout the City. Staff will monitor these installations and collect feedback from area residents in 2017. The pilot project will be used as the basis for evaluating the business case for a large scale replacement program on a City-wide basis. The benefits of LED lighting include improved nighttime visibility, reduction of energy use and reduced maintenance costs. Currently there are various LED streetlight installations existing in West Kelowna such as Brown Road, Boucherie Road Wine Trail and a few newer installations in 2016 including Hudson Road at Alhambra Road, Gellatly Road adjacent to McDonalds Restaurant and on Highway 97 between the Glenrosa Interchange and Westbank Center. The pilot project for 2016 will be used to evaluate the business case for larger scale City-wide replacements and to assist in the development of specifications for new installations going forward. A total of 193 out of the City's inventory of 1750 streetlights will be changed as part of this pilot project which is budgeted at $50,000.
Wine Trail – Boucherie Road Upgrade Phase 2
Council was provided with information on the conceptual designs of the Wine Trail – Boucherie Road Upgrade Phase 2 project. The City’s consultant, Stantec, has developed conceptual plans to improve Boucherie Road from Stuart to Ogden Roads to the wine trail standard, including improvements to the Hudson Road/Boucherie Road intersection. Council provided input on three conceptual cross sections which include various treatments of roadway and pedestrian and cycling lanes. Both a roundabout and signalized intersection option has been developed for the Boucherie/Hudson intersection. The City is hosting an Open House on November 3, 2016 from 3:30 to 6:30 p.m. at the Lakeview Heights Community Hall for the public to provide input into the conceptual designs. Input will also be sought via an online survey in the coming weeks. Detailed design is scheduled to be complete this winter with the project tendered for construction in early 2017.
