2017-2018 Regional Board
At the Inaugural Statutory meeting of the Regional District Board, Kelowna Councillor Gail Given was acclaimed as Chair and will serve for a fourth year. West Kelowna Mayor Doug Findlater was also acclaimed as Vice-Chair. Kelowna Councillor Charlie Hodge was recently appointed by the City of Kelowna as its seventh Director. In light of 2016 Census population changes the Regional District Board consists of 13 voting members representing the Central Okanagan East and Central Okanagan West Electoral Areas, the City of Kelowna, District of Lake Country, District of Peachland and the City of West Kelowna. The Westbank First Nation is represented with a non-voting member.

Ellison Transit Service Options
The Regional Board has received a report from BC Transit following a review of possible service options for transit in the Ellison area. Residents currently receive very limited service as a deviation of the 23 Lake Country route with one trip in each direction Monday through Saturday. Five options for the service range from rescheduling the existing trips to adding additional trips or discontinuing the service. Staff will discuss the report and financial considerations with the Central Okanagan East Electoral Area Director. Decisions about this service would be added to the Future Transit Action Plan update next spring and could take effect in 2019.

Outdated Planning Policies Rescinded
The Regional Board has rescinded 22 Planning department policies that are no longer applicable or relevant. Staff has reviewed 37 Board policies related to planning as part of the ongoing Administrative process of updating all Regional Board policies. Between now and fall 2018, Planning staff expect to present further reports for Board consideration updating remaining relevant policies or if necessary, creating new ones.

Prohibited Animal Service Review
The Regional Board continues to support the current delivery model for the Prohibited Animal Service. The program responds to complaints about the keeping of specific ‘exotic’ animal species within the cities of Kelowna and West Kelowna, District of Peachland and Central Okanagan West Electoral Area. The Board has directed staff to contact the District of Lake Country and Central Okanagan East Electoral Area Director requesting they consider participation in the program.

Sustainable Transportation Partnership
The Regional Board has received information regarding proposed plans for the Sustainable Transportation Partnership of the Central Okanagan (STPCO). This partnership was formalized in 2013 and provides a regional approach to all forms of transportation planning. In accordance with the STPCO agreement, the City of West Kelowna has given one year’s notice to withdraw from the service. The Regional Board supports a request from the City of West Kelowna to rescind the notice by December 22nd, after considering the outcome of an early December meeting of the STPCO Local Government Board.
