Kamloops RCMP Supt. Jeff Pelley previously called it a "brazen" act of violence and told city council in January charges had been forwarded.
Police spokesperson Cpl. Crystal Evelyn said the victim was left with injuries that were not life-threatening. Court documents identify him as Jordan Bouvette.
Fernandez, born in 1996, is charged with aggravated assault and assault with a weapon. He was scheduled to appear in a Kamloops courtroom, Oct. 28.

With dozens of past charges, Fernandez is currently serving time for a 2021 robbery at a Kamloops drycleaner, where one woman was stabbed.
In May, a judge gave him a five-year sentence, but that was reduced to 20 months due to time already served.
