Gov. Andrew Cuomo says his latest state budget proposal aims to help the middle class by making college more affordable, reducing taxes and helping families pay for child care.

The Democrat unveiled the details of his budget Tuesday. It now goes to lawmakers, who hope to approve the spending plan before the new fiscal year begins April 1.

The budget plan includes a $163 million proposal to make state university tuition free for instate students from middleclass families.

It also has $2 billion over five years for water quality, $1 billion in new spending on public education and an expanded child care tax credit.

Republican Senate Leader John Flanagan said the college tuition plan is just one of the budget proposals that will get close scrutiny from lawmakers.

Gov. Andrew Cuomo's latest state budget proposal includes free tuition for middle class students, big investments in water quality and help for families struggling to pay for child care.

The Democrat released the details of the $152 billion budget plan Tuesday. Lawmakers are likely to tweak the budget, which they hope to approve before the new fiscal year begins April 1.

Cuomo told reporters Tuesday night that it was crafted to help middle class families burdened by high taxes and the rising cost of a college education.

The $163 million college affordability plan would make state university tuition free for middle-class in-state students.

Other budget items include $1 billion in new public education spending, an expanded child care tax credit and $2 billion over five years for water quality.

New York Gov. Andrew Cuomo will soon unveil the details of his proposed state budget, the massive spending plan that lays out state funding for schools, roads, health care and other priorities.

Cuomo, a Democrat, is expected to release the $150 billion-plus spending plan Tuesday.

He's already announced many of the top items in the budget plan, including free state college tuition for students from families making $125,000 or less, $2 billion for pipes and water quality and an expanded child care tax credit.

Lawmakers will likely tweak the proposal over the next few months, and it's likely some of Cuomo's proposals could get left out.

Cuomo and the Legislature are aiming to pass the budget before the next fiscal year begins April 1.
