Man not criminally responsible for mother's death in Vernon allowed day release

A man from the Philippines found not criminally responsible after being charged for second-degree murder in the death of his mother, has been granted temporary permission to leave a forensic psychiatric hospital with conditions.

Angelo Gabriel Monfort remains in custody at an undisclosed forensic psychiatric hospital, according to an Aug. 25. B.C. Review Board decision. The decision says Monfort may be granted escorted and unescorted access to the community, depending on his mental condition.

In 2017, Monfort killed his mother, Regina Fernandez, 49, at the Strand apartment building in Vernon. He was 21-years-old at the time. In 2018, Monfort was found not criminally responsible for killing his mother due to a mental disorder. 

Few specific details are known about the event, but Monfort's lawyer at the time described it as "horrific" and "bizarre."

Monfort was detained in custody at a forensic psychiatric hospital and his case was transferred to the B.C. Review Board – an independent tribunal created under the Criminal Code of Canada to deal with individuals found not criminally responsible.

According to the decision, Monfort may be allowed access to the community unsupervised depending on his mental state.

The decision says any access to the community will be dependent on the risk the accused poses to himself or others.

Monfort's temporary release also comes with conditions and he is prohibited from consuming alcohol or drugs and must submit a urine test on demand.
