FLOODING UPDATE: What you need to know in the Central Okanagan

CENTRAL OKANAGAN - All Evacuation Orders and Alerts remain in place. 

Use the map at cordemergency.ca to search for the status of specific addresses.

Residents on Evacuation Order should report and register at the Emergency Support Services (ESS) Reception Centre located in the Salvation Army Church, 1480 Sutherland Avenue (corner of Burtch Road and Sutherland Avenue).

The ESS will be open today until 5 p.m. and on Wednesday, May 10 and Thursday, May 11 between 11 a.m. until 8 p.m.

Residents and property owners that are no longer under Evacuation Order should be aware that they may not have full services. Those with property managers should see them to obtain information on the safety and status of their property. Many conditions must be considered including whether there has been flood/water damage and the status of utilities and electrical/gas service.

CENTRAL OKANAGAN - Evacuees can register at the Emergency Support Services Reception Centre until 5 p.m. today.

Residents on Evacuation Order should report and register at the Emergency Support Services (ESS) Reception Centre located in the Salvation Army Church, 1480 Sutherland Avenue (corner of Burtch Road and Sutherland Avenue).

The ESS will be open today until 5 p.m., open on Wednesday, May 10 between 11 a.m. until 5 p.m. and open Thursday, May 11 between 11 a.m. until 8 p.m.

The ESS offers food and accommodation vouchers for evacuees who are unable to access their homes. Due to a shortage of hotel space on Friday and Saturday nights, evacuees are encouraged to try and find temporary accommodation with family and friends.

CENTRAL OKANAGAN - The short-term forecast is calling for significant rain starting late Thursday. Citizens should keep in place all protective measures. Citizens who live in low lying areas near creeks and lakes that may be susceptible to flooding should also take preventative measures to protect their properties.

Property owners living adjacent to area creeks and streams should continue to watch water levels and take appropriate precautions.

Flooding throughout the Central Okanagan has resulted in a number of Evacuation Alerts, Orders and road closures.

Evacuation Orders for more than 300 units have been rescinded. Currently there are 45 units in Kelowna, 138 units in the IR#7 and one in Lake Country under Evacuation Order, and 63 units under Evacuation Alert in Lake Country. Where can I get sandbags and sand?

In Kelowna, sandbags are available at City of Kelowna Fire Station #1 at 2255 Enterprise Way.

Sand is available at the Cook Road Boat Launch outside the Hotel Eldorado on Cook Road, on Burne Avenue, west of Ethel Street at Mill Creek and on Rowcliffe Avenue at Richter Street.

In West Kelowna, sand is available at 1341 Green Bay Road, 2606 Casa Loma, 1651 Pritchard Drive, 4081 Hitchner Road and in Pebbles Park at 2589 Whitworth Road.

For Lake Country residents, sand and sandbags are available at Swalwell Park and sand is available on Commonwealth Road by Holiday Park.

Residents and waterfront property owners are being asked to leave any wood debris along local beaches and waterfront areas in an effort to reduce erosions from wave action during this period of high lake water levels.

Disaster Financial Assistance

The B.C. Government announced that Disaster Financial Assistance is available to Central Okanagan residents affected by the recent flooding. Applications must be submitted by August 5 to Emergency Management BC and are available online at www.gov.bc.ca/disasterfinancialassistanceopen_in_new.

Information on Flood Preparedness and Returning After a Flood

The Preparedness BC website has information to help those property owners with protecting their property from flooding and some considerations for those returning after a flood.

Interior Health also has information available for residents to consider Before, During and After a Flood. Information on flooding and electrical safety is also available for B.C. Hydro and FortisBC (electrical and natural gas) customers: www.bchydro.comopen_in_new and www.fortisbc.comopen_in_new.

The Boil Water Advisory for Westbank First Nation IR#9 continues. More information and a water system map are available at www.wfn.ca/wfnnews.htmopen_in_new. All citizens should monitor their water purveyors websites for up to date information on water quality as there are a number of water providers throughout the Central Okanagan.

3:11 p.m. Monday, May 8, 2017

KELOWNA - An Evacuation Order has been rescinded for Fintry Provincial Park north of Shorts Creek, which includes the caretaker house at 7455 Fintry Delta Road; and an Evacuation Alert has been rescinded for 90 homes in the Fintry Delta area south of Fintry Park.

An Evacuation Order has also been rescinded for 4697 Gordon Drive in the City of Kelowna.

The Emergency Operations Centre reminds all residents and property owners who are no longer under Evacuation Order and are now able to access their property to be aware that they may not have full services. Many conditions must be considered including whether there has been flood-water damage and the status of utilities and electrical-gas service. Those with property managers should see them to obtain information on the safety and status of their property.

Emergency Management B.C. has new information available for residents to consider when returning to their home after flooding. Some areas of importance include the safety of drinking water, safety regarding electrical and gas utilities, food safety and caution surrounding removal of furniture and building materials https://news.gov.bc.ca/releases/2017TRAN0174-001191open_in_new.

What should occupants do when an alert is in effect?

Occupants should be prepared to leave at a moment’s notice should it become necessary to issue an Evacuation Order. Prepare by: locating all family members or co-workers and designate a meeting place outside the evacuation area, should an evacuation be called while separated; gathering essential items such as medications, eyeglasses, valuable papers (i.e. insurance) and immediate care needs for dependants and having these items readily available for quick departure; preparing to move any disabled persons and/or children; moving pets and livestock to a safe area; and arranging accommodation for your family if possible.

  • Residents taking students to school at Constable Neil Bruce Middle are asked to not park on Daimler Drive. Please consider parking on Auburn Road.
  • Gellatly Road from Witt Road to Angus Drive due to unsafe conditions caused by slope instability.
  • Gellatly Road Bridge over Powers Creek due to unsafe conditions caused by high water. Motorists are asked to avoid parking on the west side of the bridge (from West Kelowna Yacht Club to the Cove Resort) as clean up and restoration efforts are underway.
  • Travel is not recommended on Chute Lake Road due to washouts and deteriorating conditions.

The District of Lake Country has declared a State of Local Emergency.

KELOWNA - Evacuation alerts and orders remain in effect in several locations in the Central Okanagan.

Here is the latest update provided by the Central Okanagan Emergency Operations Centre as of 8:22 a.m., Monday, May 8.

The Emergency Operation Centre is rescinding the following previously issued Evacuation Orders for properties within the City of Kelowna:

  • 184 Adams Road
  • 214 Adams Road
  • 222 Adams Road
  • 1980 Ethel Street
  • 543 Rowcliffe Avenue
  • 3911 Old Vernon Road

Residents and property owners that are no longer under Evacuation Order and are now able to access their property should be aware that they may not have full services.  There are many conditions that must be considered including whether there has been flood/water damage and the status of utilities and electrical/gas service. Those with property managers should see them to obtain information on the safety and status of their property.

Late last night, May 7, an Evacuation Order was expanded for the following 20 properties within Holiday Park Resort, 415 Commonwealth Road:

  • odd number addresses from 439 to 461 Rest Route
  • odd number addresses from 403 to 417 Water Way
  • And an Evacuation Order was issued for the following five units at 720 Commonweath Road:
  • 233, 234, 235, 236 and the unit opposite 233

Those residents who didn’t register last night with Emergency Support Services are encouraged to visit the reception centre at the Salvation Army Church, 1480 Sutherland Avenue (corner of Sutherland Avenue and Burtch Road). It opens this morning at 11 a.m.

Assessments continue on all properties under Evacuation Orders with the goal of returning those properties to their owners as soon as possible.

The Emergency Operation Centre recommends all sandbags be left in place even if it appears that stream and water levels are dropping. Conditions and weather can change without notice resulting in a return to high water levels and potential flooding.

Officials continue to monitor the levels and flows of area creeks, streams and lakes. Residents should use extreme caution and keep children and pets away from creek banks which can be very slippery and subject to erosion. Water levels and flows may rise unexpectedly. Boaters are asked to keep speeds down when near the shoreline to reduce potential wake erosion. As well, they should watch for floating debris flowing into area lakes due to the higher flows.

Travel is not recommended on Chute Lake Road due to washouts and deteriorating conditions.
