Rookie BC RCMP officer charged for association with drug trafficking

A former Surrey RCMP constable hadn't even passed his probation before becoming the subject of a covert anti-corruption investigation.

BC RCMP was notified of former Const. Dawwd (Daoud) Alaaeldine Soukary's "improper associations" with criminals in the summer of 2020 and the Anti-Corruption Unit launched a six-month investigation, according to a BC RCMP news release issued today, July 7.

Soukary, born in 1995, was under constant direct supervision and was unaware he was being investigated. He was arrested outside an RCMP detachment on Jan. 27, 2021, RCMP said.

He faces 13 criminal charges, including two counts of distributing cannabis, one for trafficking a controlled substance, eight counts for breach of trust, conspiracy to commit robbery and theft over $5,000.

Most of the offences were alleged to have taken place in Surrey between Nov. 25, 2020, and Jan. 15, 2021.

On Jan. 27, 2021, he's accused of committing theft over $5,000 in North Vancouver, which was the day of his arrest outside an RCMP detachment. Two other charges in North Vancouver include trafficking a controlled substance on Dec. 24, 2020, and distributing cannabis on Dec. 10 to 14, 2020, according to court records.

RCMP say he's the subject of a concurrent code of conduct investigation and he resigned from the force by June 2021, but didn't explain any of the alleged circumstances of his offences.

"When we became aware of the allegations against Soukary, we took immediate steps to investigate his actions as well as mitigate any negative impact those actions might have had on public safety," Chief Supt. Elija Rain of the BC RCMP major crimes unit said in the release.

"The onus is ours to ensure that the public continues to have trust and confidence in the police. While allegations of this nature are exceedingly rare in the RCMP, we acknowledge that they can taint the public’s perspective of us, making it all the more important for us to take swift action when they arise."

Although he didn't resign until six months after his arrest, Soukary was served a notice of the code of conduct investigation, he was suspended from the force and had his security clearance revoked upon his release. He also had his pay stopped at that time.

He'll appear in Surrey Provincial Court on Aug. 24.
