VERNON - A pricey housing development in Vernon worth tens of millions of dollars has been put on ice with no clear date when it will thaw out.

The Highlands of East Hill project was a community concept set for the upper edge of East Hill in Vernon, promising contemporary house designs with European-style lot layouts, interconnected pathways, and 2.2 acres of park space.

But now the project has been put on hold indefinitely. The Highlands announced the postponement on their website, noting that they'll refund the deposits for their 46 pre-sale homeowners.

The project had $24 million in pre-sales.

On their website, Highlands said they put their project on hold after a decision from the City of Vernon on Aug. 1. The City's legal counsel informed the developer that they could no longer rely of committments the City made, particularly in regards to permits or city-controlled costs.

The webiste noted the City's committments to building permits, site access agreements and engineering approvals were also rescinded.

The Highlands said the lack of committment increased the risk of the project, making the development unduly difficult.

The Highlands team will be contacting homeowners on Aug. 7 to provide more information on the stalled project and to answer questions.
