No big buildings near orchards, Kelowna planners say

KELOWNA - It’s too big for the neighbourhood and too close to local orchards.

That’s the reasoning behind a planning staff recommendation Kelowna council refuse a rezoning application that would see a four-storey mixed use building in the 4000 block of Lakeshore Road. Over the years, the site has seen more than one failed restaurant.

Strandhaus Developments has chosen to go past the planning department and appeal directly to councillors for the rezoning approval they need to proceed.

The project has previously drawn a negative recommendation from the city’s agricultural advisory committee on both the rezoning and a development variance application that would have reduced the buffer requirement of 15 metres down to three metres.

At four storeys, the building is out of context with other nearby commercial buildings as well as the homes and orchards on agricultural land adjacent to it, planner Adam Cseke writes in a report to council.

Such developments are typically steered toward one of the city’s urban centres such as South Pandosy or Rutland, the report notes.

Kelowna council will consider the application at its regular public meeting at 1:30 p.m. on Monday, May 7 in Kelowna City Hall.
