Israeli draft reform panel presents proposals, defying Netanyahu decision to disband committee

JERUSALEM - The panel charged with reforming Israel's military draft rules has presented its recommendations in defiance of the prime minister's decision to disband it, as the highly charged issue threatened to fracture the Netanyahu government.

Media reported Wednesday that the Kadima Party will decide later in the day whether to attempt the draft reform with Netanyahu or leave the government.

Panel recommendations disclosed earlier this week enraged two key coalition partners.

Ultra-Orthodox oppose penalties for religious draft-dodgers. Foreign Minister Avigdor Lieberman's party was angry the panel did not recommend compulsory community service for Israel's Arab minority.

Netanyahu dissolved the committee on Monday, forcing a showdown with Kadima, which joined his coalition just two months ago to eliminate sweeping draft exemptions for ultra-Orthodox men.
