VERNON - The British Columbia Review Board has ruled a man from the Philippines — who was found not criminally responsible for killing his mother in Vernon in 2017 — will remain in a psychiatric hospital.
Angelo Gabriel Monfort was charged with the murder of his mother in June 2017 and later found not criminally responsible in Vernon court due to a mental disorder. Monfort was 21-years-old when he killed his mother at The Strand apartment building in Vernon.
Monfort’s lawyer, Glenn Verdurmen, said at the time his client was in a severely altered state on the night of the offence and could not have appreciated the moral wrongfulness of his actions. The lawyer wouldn't comment on the specifics of the event instead saying it was "horrific" and "bizarre."
The British Columbia Review Board — an independent body that makes decisions regarding individuals found to be not criminally responsible — concluded in a hearing July 31 that Monfort should remain in a forensic psychiatric hospital subject to conditions.
Monfort will be allowed escorted access to the community at the discretion of the hospital provided he is not a threat to himself or the community. The review board also stated in their decision that Montford must comply with assessments and counselling and any treatment as required by the hospital.
It has also prohibited Monfort from consuming or using alcohol, hallucinogens, psychostimulants, intoxicants, solvents or narcotics, and he is subject to drug and alcohol testing upon demand at any time.
The review board states these conditions will be reviewed again 12 months time.
