Kelowna RCMP face another civil suit for 'unlawful' actions

Allegations of misconduct are being levied against another Kelowna RCMP member in a civil suit filed Sept. 24.  

In a civil claim, Kelowna man Dustin Blondin, 27, alleges that Const. Julius Prommer broke his hand in an unprovoked attack after asking him to pull over for speeding. 

The document alleges that on Sept. 11, Blondin was stopped by Brommer and told his car would be impounded and was requested to remove anything of importance from his car.

While removing the items, Blondin was allegedly thrown to the ground by Prommer and his colleague.

“Prommer continued his unprovoked attack on the plaintiff by twisting the plaintiff’s hand until the bone if the centre of the plaintiff’s hand was broken,” according to court documents. Blondin was then transported to the RCMP detachment when he was in need of medical attention, according to the suit.

Blondin was charged with assault and resisting arrest in an attempt to cover up for Prommer’s "reckless and unlawful actions," the suit alleges. 

Upon release from the RCMP detachment, Blondin underwent surgery at the Kelowna General Hospital to fix his broken arm. He left the hospital with 10 screws in his hand and a metal plate, according to the court documents.

As a result of the incident, Blondin alleges he suffered emotional distress, financial loss, as well as and psychological and emotional trauma.

Blondin is seeking punitive and exemplary damages from Prommer and the RCMP.

None of these allegations have been proven in court and the RCMP has yet to file a response.
