TORONTO - An intoxicated Rob Ford smoked crack cocaine with his sister one night last spring in the company of a drug dealer and another man who is facing criminal charges, according to allegations contained in police documents released Wednesday by a judge.

The documents were filed with a court in June to obtain a search warrant for an investigation sparked by reports of a second video allegedly showing Ford smoking crack cocaine in his sister's basement on April 26, just days before he entered rehab.

Ford's sister Kathy told investigators that Michael James, a man she said was a drug dealer who supplied her and her brother with drugs that night, shot the video without their knowledge as the mayor "was getting loud and boisterous," the documents say.

Police requested a warrant to examine three cellphones they believe belong to James and could contain the video and other recordings.

"However, I believe that the aformentioned video will be found on one of James' mobile devices, and that it may provide evidence of drug trafficking and drug possession against James and/or drug possession against Robert Ford," Det. Const. David LaVallee said in the document.

It said the three mobile devices were found when James was arrested May 12, along with a pair of brass knuckles and a knife. Police charged him with possession of a prohibited weapon and carrying a concealed weapon. Media reports say the weapons charges were stayed.

Kathy Ford told police that she, Ford, his friend Alexander "Sandro" Lisi and James were in her home that night while her daughter was sleeping upstairs.

"Kathryn Ford and Robert Ford were smoking crack cocaine that night," the documents state. "Lisi was not doing drugs."

She said Ford arrived at the house "intoxicated," but not "high," it said. Contrary to media reports, she said Lisi was not assaulted by her brother.

"Mayor Ford was drinking and 'kidding around fighting' with Lisi," police said she told them. "Lisi was just sitting there, Mayor Ford never hurt Lisi. It was not physical."

Lisi has been charged with extortion related to attempts to retrieve an earlier video that surfaced in May 2013 that appeared to show the mayor smoking crack. Police allege that Lisi broke an agreement with the court by associating with Kathy Ford — who he should have known had a criminal record — that night in April.

The allegations contained in the documents have not been tested in court.

Last year, the mayor admitted to using crack cocaine while in a "drunken stupor" months after American online site Gawker.com and the Toronto Star reported that they had seen a video that appeared to show Ford smoking crack.

The mayor, whose public blunders and personal troubles have earned him international notoriety, has repeatedly said he's not a drug addict. He entered rehab for substance-abuse problems in the middle of his re-election campaign after the Globe and Mail reported it had seen the second video that appeared to show him smoking crack in his sister's basement.

Gawker.com said a dealer had tried to sell three videos taken in the basement for "six figures." It obtained frame grabs showing the mayor holding a copper pipe. The Globe said it paid $10,000 for similar photos.

Ford withdrew from the mayoral race on Sept. 12 after being hospitalized with an abdominal tumour. He is currently undergoing treatment for a rare and aggressive cancer.

His brother, Doug Ford, is now running for mayor while Rob Ford is vying for a spot on city council.
