BC teacher who demeaned vulnerable student reprimanded

A BC teacher who was once reprimanded for telling her class to "shut up" is back in trouble with the regulator again, this time for demeaning a student.

According to a July 18 BC Commissioner for Teacher Regulation decision, veteran elementary school teacher Elaine Joy Fraser made a "demeaning" comment to a student in front of the class and then made a point of "rewarding" the class to the "exclusion" of the student because of their behaviour.

"(The) student reported feeling hurt by this," the decision read.

The decision said the student has a "unique learning profile" and was "particularly vulnerable."

"Fraser failed to create a positive learning environment for students when she did not treat (the) student with dignity and respect," the regulator said in the decision. "Fraser failed to model appropriate behaviour expected of an educator."

The regulator is scant on details and doesn't say where in the province Fraser teaches, and only confirmed that she's been teaching since 1989.

The decision said that following the incident in August 2022 the ostracized student's parents complained.

And it's not the first time Fraser has been in trouble with the regulator.

In 2009, she was reprimanded following an allegation she hit a student with a textbook.

Less than a year later, she was back in front of the BC Commissioner for Teacher Regulation again.

The decision said this time she'd nudged a student on the back of his leg to get their attention and extended her leg "causing the student to run into it."

"It was also alleged that Fraser would yell at students and tell them to 'shut up,'" the decision read. "The (school) District directed Fraser to refrain from having any inappropriate physical contact with students and telling students to 'shut up.'"

In the current case, Fraser admitted to her conduct and was ordered to take the course, "Creating a Positive Learning Environment."
