The Latest: North Carolina city releases documents beating

ASHEVILLE, N.C. - The Latest on an investigation of the beating of a suspect by an Asheville police officer (all times local):

7:45 a.m.

Documents released by a North Carolina city show its police department did not properly handle an investigation of the beating of a black man accused of jaywalking by a white officer last year.

The Asheville Police Department released documents Monday in the case of former officer Christopher Hickman, who resigned after an investigation of the arrest of Jermaine Rush last August. The city released the documents after police camera video was given to the Asheville Citizen-Times.

The documents show a supervisor responded to the use of force against Rush, but did not send the information to superiors immediately.

All charges against Rush have been dismissed. The city is asking that other police camera video be released to the public to be transparent about what happened.

The city did not provide contact information for Hickman.

A North Carolina city has asked that all police body camera footage of a white officer beating a black man accused of jaywalking last year be released.

The Citizen Times reports Asheville City Attorney Robin Currin filed a petition Monday with Buncombe County Superior Court requesting the release of all footage related to the August arrest of 33-year-old Johnnie Jermaine Rush. The petition cites a need for "total transparency" but notes that body camera footage is not a public document under state law.

The city argues no loss of privacy will occur because the public already has access to the footage as it was given to the Times.

Asheville police Chief Tammy Hooper says the video's release was illegal and an investigation is needed to determine the source of the leak.
