The Latest: Committee endorses bill to pay for buildings

HELENA, Mont. - The Latest on a bill setting rules to determine infrastructure spending (all times local):

A legislative committee has endorsed a bill to set rules for determining how much money the state can afford to spend on building construction and maintenance.

Republican Rep. Eric Moore's proposal includes rules for borrowing based on state revenue and existing debt. The bill was heard Thursday and passed unanimously by the House Appropriations Committee.

Moore says he consulted with lawmakers from both parties and both houses along with the governor's budget office and bond rating agencies in drafting the bill.

Montana legislators have been unable to get the two-thirds majority vote needed to authorize borrowing money for major building projects over the past several sessions. Lawmakers in 2017 approved $173 million for other infrastructure projects.

A Montana lawmaker says he has bipartisan support for his bill to set rules for determining how much money the state can afford to spend on infrastructure and building maintenance.

The bill was scheduled to be heard Thursday by the House Appropriations Committee.

Moore says he consulted with the governor's budget office and bond rating agencies.

Moore says the key is to get the bill passed in the House before the March 2 transmittal deadline.
