Highlights of the recent regional Board meeting

North Westside Governance Letter

The Regional Board has received a letter from the Minister of Community, Sport and Cultural Development regarding a meeting held during the Union of BC Municipalities annual meeting at which North Westside Governance was discussed.  Peter Fassbender says given the size of the community at Killiney Beach and lack of similar requests from other communities within the electoral areas, he believes a small-scale review with a focus on local decision making and input into the regional district services would be the best starting point to determine whether and where to focus any next steps.  He adds the Ministry would assist should the Regional Board request support for such a review.  The Minister indicates the Director of Local Government Structure and Regional District staff continues to work to arrange a meeting to explain the governance review process and possible options for the North Westside.

Alternative Approval Process Underway

The Regional Board has approved proceeding with the Alternative Approval Process to confirm elector support before adopting the Crime Stoppers Conversion and Establishment Bylaw.  If least 10% of the estimated 157,812 eligible electors in the Central Okanagan do not support establishing a regional Crime Stoppers service, the Regional Board would not consider adopting the bylaw without first putting it to a referendum.  Those opposed to the bylaw have until December 2nd to submit Elector Response Forms which are available at the RDCO office, 1450 KLO Road in Kelowna and at www.regionaldistrict.com.  The existing Crime Stoppers program was initially established in 1988 by the Regional Board as a grant-in-aid service.  The Board now wishes to convert the program to a regional service at no extra cost to taxpayers. 

December Meeting Date Change

The Regional Board has approved moving the December 5th meeting to Monday, December 12th.  The change is required to meet statutory deadlines should electors support adoption of the Crime Stoppers Service Conversion and Establishment Bylaw, which would take effect January 1st, 2017.

3rd Quarter Financial Update

The Regional Board has received a financial update for the third quarter of the year.  All operational revenues and expenses are on target and are expected to be within budget.  Revenues from building permits, business licenses and dog control are higher than budgeted.  Some capital projects in Parks Services and Community Services will be carried forward into 2017 and 2018.

Secondary Suite Application

The Regional Board has given second and third readings and final adoption to a rezoning application in the Ellison area.  The property owner wants to add a secondary suite attached by a breezeway to an existing single detached house in the 4700 block of Anderson Road.   

Rural Westside OCP Application

The Regional Board has given first reading to a Rural Westside Official Community Plan (OCP) bylaw amendment.  The Strata for La Casa Resort have applied to the Province to purchase three Crown Land parcels in order to develop ATV access to Terrace Mountain Forest Service Road; a swimming pool and amenities; vehicle parking and a garbage transfer station.  A condition of the sale requires that the parcels be rezoned to accommodate Campground, Cabin and Motel Commercial uses.  A Public Hearing will be scheduled and advertised for this application.
