Highlights of December 9 Kelowna City Council meeting

Properties at St. Paul and Clement
Council deferred the request for an amendment to the Official Community Plan and rezoning for the construction of a four-storey commercial building at St. Paul Street and Clement Avenue. Staff have been asked to report back about parking, neighbourhood interface and building use concerns.

Hiawatha development
Council approved the development permit for Westcorp to develop three properties on Lakeshore Road.

2014 Financial Plan
Council was presented with an overview of the 2014 provisional financial plan. Staff recommendation is for a 2.67 per cent tax increase. A full day of budget deliberations will take place on Dec. 12, 2013 and the final tax rate will be set in May 2014.

Learning Centre
Council endorsed a joint use agreement with school district 23 for a Neighbourhood Learning Centre (NLC) at Okanagan Mission Secondary School. Development of this NLC provides for the construction of a second gymnasium at the school and the Joint Use Agreement will provide the City access to the new gym and other school program areas.

Shaw wifi hotspots
Council approved entering into a five-year agreement with Shaw Cablesystems Limited to provide free wifi hotspots in select City parks and facilities.

Cemetery fees
Council approved a bylaw amendment to revise fees at Kelowna Memorial Park Cemetery, resulting in a two per cent increase in fees in 2014 and the addition of non-resident fees. Several new product options have been added, some specific fees were adjusted to reflect market rates and child burial fees have been removed.
