Council directed staff to provide a report outlining options and implications for Council’s consideration that would commemorate Annette Beaudreau’s contributions as a City of West Kelowna employee, former Regional District of Central Okanagan employee and super volunteer in West Kelowna. Beaudreau passed away on October 17, 2016 after a lengthy battle with cancer.
Special Events Permit for Events on Ag Land
Council directed staff to investigate a special events bylaw specific to properties within the Agricultural Land Reserve (ALR). Currently, the Provincial Government has allowed a finite number of events to be held on ALR lands but there are no resources to monitor or control these events which can have significant impact on the local government related to noise complaints, road wear and tear and traffic concerns. Council requested that staff consult with the City’s Agricultural Advisory Committee, Economic Development Committee and other stakeholders and bring a report back to Council.
Parks Master Plan
Council adopted the City’s Parks Master Plan which provides overall direction and guidance for managing parks, resources, infrastructure and investment over a 10 year horizon. The plan’s short, medium and long-term recommendations will be incorporated into capital, operational and development application planning. Capital recommendations will be presented to Council on an annual basis as part of the annual budget deliberations.
West Kelowna Warriors Lease Agreement
Council approved a lease agreement with the West Kelowna Warriors for the use of Royal LePage Place arena and agreed to lower the rent charged and to take over the operation of the concession service in the arena. The decision was made after receiving information that the Warriors hockey club lost $300,000 last year. The rent was reduced from $63,600 to $52,000. The Warriors will continue to retain alcohol sales.
