The Latest: Northern California gets Sierra snow, rain

LOS ANGELES - The Latest on California's latest winter storm (all times local):

Snow is making driving difficult in the northern Sierra Nevada and rain is falling in the Central Valley as the first of two storms predicted for this week moves through California.

The National Weather Service's Sacramento office says Interstate 80 and U.S. 50 are mess Monday morning, with estimated delays over Donner Summit running around 50 minutes.

Forecasters simply advise avoiding travel there if possible.

The system is expected to arrive in Southern California late in the day and overnight into Tuesday.

In southern Santa Barbara County, hit hard by debris flows last month, a pre-evacuation advisory has been issued for residents living near wildfire burn scars. The weather service says the chance of thunderstorms is slight but the system does have instability.

The first of two rainy weather systems predicted this week is moving through California, and Santa Barbara County has issued a pre-evacuation advisory for residents living near wildfire burn scars like the one that disgorged devastating debris flows last month.

Light rain is expected through midmorning Monday in the San Francisco Bay Area and in Monterey Bay around noon.

It's expected to reach Santa Barbara County in the afternoon and persist overnight into Tuesday.

The system isn't considered a big rainmaker but its instability brings a slight chance of thunderstorms, although the National Weather Service says it's not enough to warrant a flash-flood watch.

A stronger and wetter system is expected later in the week.

Santa Barbara County's pre-evacuation advisory is the lowest level of a new three-tier warning system.
