15-storey residential highrise proposed for Kelowna’s Capri-Landmark area
A 15-storey highrise is being planned to replace four single-family homes on Pacific Avenue, just south of the Capri Centre mall in Kelowna.
New Town Architecture has filed a development permit with the City of Kelowna for the residential project.
The application calls for townhouses opening onto the street and a total of 81 units, including six studio suites, 16-one bedroom and 57 with two or more bedrooms.
The zoning allows for a maximum of 12 storeys but density bonuses would permit 15. It estimates the extra height can be approved if the developer pays $88,541 into the city’s Public Amenity and Streetscape Fund.
“This development is another major component to be proposed within the context of the Capri-Landmark Town Centre,” the application says. “The proposal offers the right use, in the right place, at the right time and in the right form.”
The application doesn't say whether or not the units will be for rent or if they will be sold.
A master plan for the Capri-Landmark area was passed by council in 2019 after much controversy about the proposed road alignments through the neighbourhood.

While there has been some lower-height developments in the area — along with the new 23-storey Landmark 7 office tower — this is the first highrise to come forward for the area.
RG Properties, owner of the Capri mall, proposed a redevelopment plan for the mall site in 2014 that called for 15 highrise towers up to 26 storeys along with a skating rink. Nothing has been built on the site as of yet.
