Unlicensed BC property manager slapped with $125,000 fine

An unlicensed property manager in BC was hit with fines and costs of more than $125,000 last month.

Glenn Richard Campbell was punished by the BC Financial Services Authority after telling a bylaw officer he didn't have a license to manage properties in BC.

Campbell managed at least 17 properties in the Lower Mainland over at least five years before he spoke with the Surrey bylaw officer, according to a decision from the financial services authority published Dec. 27, 2023.

The bylaw officer was one of two people to complain to the regulator about Campbell, who was acting on behalf of landlords by finding tenants, taking rent and appearing as a landlord at Residential Tenancy Branch hearings.

Although the regulator knew since 2017 his company Greater Realty Care Property Management didn't have a license, investigators didn't interview him nor warn Campbell they were onto him until 2020.

He was issued a letter in May 2020, then two months later got a call from an investigator, but Campbell claimed he thought they were part of a scam. He continued operating his business and sending invoices to clients until 2022.

By his own admission, Campbell had been working as a property manager since 2003.

According to the decision, he had three clients spread among the 17 Lower Mainland properties.

Finance authority chief hearing officer Andrew Pendray found it likely that Campbell earned more than $80,000 within the time he was investigated.

On Dec. 27, Campbell was hit with a $100,000 penalty for flouting regulations, along with an order to pay $25,800 for the cost of the investigation.
